SUB.:- Issue of HWB Parchment and Hon’ble Charge for Trainers-Reg.
Sir/Madam,
It has come to the notice of the National Commissioner,that a large number of Himalaya Wood Badge Parchments and Hon’ble Charges for LTs/ALTs have been sent by National Training Centre, Pachmarhi to various State Associations in respect of their leaders for final recommendations of concerned District and State Associations but many of them remain unresponded for long time for the reasons not known. As many as 10,000 HWB Holders who had successfully completed and qualified Part II could not be issued Parchment by NTC due to the inaction of State Associations. In some cases Parchment have been issued to the successful HWB candidates but the Parchment has not reached to the person concerned. The National Commissioner while reviewing the training needs, ordered that the recommendations with regard to issue of Parchments should be sent by the States within 6 months of the receipt of Part II Certificate from National Training Centre, Pachmarhi.
In case the Parchment is not received within 6 months it will be presumed that the State Association has no objection in issuing the Parchment/Hon’ble Charge to the Unit Leaders and the HWB/ALT/LT Hon’ble Charge will be finally issued.
It has also been decided to treat the date of qualifying HWB from the date of issue of Part II Certificate of HWB.
