Sub: Participation of Unit Leaders and Scouts & Guides in various Scout/Guide events organized by National Headquarters and others..reg.

Dear Sir/ Madam,

It has been observed that some of the Adult Leaders attending various camps organized by the National Headquarters do not show desired good conduct and responsible behaviour while attending the camps for Adult Leaders or escorting the Scouts and Guides to various camps/programmes. Complaints have been received at the National Headquarters that such Adult Leaders whether participating in events exclusively for adult leaders or escorting Scouts/Guides do not obey the camp rules, leave the campus without the permission of Leader of the Course, pick-up querell with L.O.C. and other staff members, absent themselves from the campus during the camp and also sometime indulged in activities unbecoming of a Scout Leader. This not only damages the reputation of organization but also is against the values and principle of scouting movement.

The Leaders of the Courses (L.O.C.) have now been informed that in case such instances come to their notice, they should immediately warn erring Adult Leader in writing and discuss the matter in staff meeting / Court Of Honour. In case, the Adult Leader / Leaders still continue to create indiscipline the L.O.C. should by an order in writing expel such miscreants from the course/camp and refuse TA/DA or other facilities to him, and on return to the National Headquarters, a complete report should be submitted to the Director, so that the concerned department of Adult Leader may be apprised of his activities.

We would therefore, request you to be cautious in nomination/selecting Adult Leaders for participation in various courses, events or deputing them as escorts.
