Subject: A life member of District Association of Bharat Scouts and Guides is a member of
National Association of
Bharat Scouts and Guides also a
clarification.
Dear Madam/Sir,
Attention is invited to the National Headquarters Circular no. 65 dated
20.07.10 clarifying therein the position of Rules with regard to the membership
of Bharat Scouts and Gudes, National Association as applicable to the Life
members/ordinary members of Scout Association at different levels. Doubts have,
however, again been raised by a state association with regard to the
interpretation of rules conveyed by the National Headquarters with regard to
clause 8 (2) contained in the Memorandum of Association of the Bharat Scouts
and Guides vis-a- vis Rule 43 (b) and 43 (c) of the Rule Book.
It is made clear to all the State Associations that there is no
conflict in clause 8 (2) of the Memorandum of National Association of Bharat Scouts and Guides and Rule 43 (b) of
the Rule Book pertaining to State Association. A person on becoming a life
member of District Association automatically becomes member of the state as
well as National Association of Bharat Scouts and Guides in the same way as a
Scout, Guide, Rover, Ranger, an Adult Leader i.e. Scouter, Guider, Commissioner
holding valid warrant and trainer holding honorable charge in force becomes the
member of the District Association, the State Association and National
Association.
On perusal of Rule 4 (2) (b) , 43(b) and 78 (b) dealing with the membership of life members
at each level of national, state and district association, it would be revealed
that same wordings have been used for admission of the life members at each
level. This does not mean that a person who becomes Life members of a District
Association has also to become Life Member of the State Association as well as
the National Association to be deemed as a member of the Bharat Scouts and
Guides Association. In order to become the member of Bharat Scouts and Guides
as contained in Rule 8 (2) of the Memorandum of Association of Bharat Scouts
and Guides, it is enough to have become a life
member either at national level , state level or district level to be
considered a member of Bharat Scouts and Guides Association.
It would, thus be clear that a person, on being
admitted as life member or ordinary member with due process prescribed at any
level, becomes a member of National Association which would mean that he become
a member of the State Association as well as the District Associations
automatically. He, however, becomes
entitled to certain special benefits
from District Association if registered in the District Association of
Bharat Scouts and Guides and can not claim the benefits available to a life
members registered at the State level or vice versa. For example: a life member
in the state Association can
participate in the election of state
council representatives from amongst
the life members, and also become the member of State Executive Committee, while a life member of District Association
can not participate in the above process at state level.
It is
therefore made clear that the contents communicated in this office circular are
correct and should be followed accordingly.
