Sub:- Proposals for Training Course Under Project Advancement Scheme for the

Year 2010-2011.

Ref:- NHQ Circular No. 27/2010, Dated 16.03.2010.

Dear Sir/Madam,

Once again it is a golden opportunity for the State to send the Proposals for the Training Courses Basic, Advanced for Scout & Guide wings under the Project Advancement Scheme 2010- 2011 preferably for Cub/Bulbul and Rover / Ranger sections. Preference in allotment of the Project Advancement Courses will be given to the weak States and for promotion of the weaker section.

For Basic and Advanced Course, you should have 35 Participants + 5 Staff. If your State cannot have full number of participants, kindly extend an invitation to your neighbouring states (of your Region) with the prior permission from National Headquarters.

Fee:-

1. Rs. 100/- towards Development Fee and Rs. 30/- against Special Fee are to be collected from each participants.

2. 50% of the Development Fee and Total amount of Special Fee should be sent to National Headquarters, through Demand Draft along with the Expenditure accounts of the Course.

Hence we request you to kindly, fill up the Proforma (Enclosed) in Triplicate and forward the same to National Headquarters before 05^th July 2010 for further necessary action. After getting the approval for the particular training course, you can conduct the course.

Course will be approved on the basis FIRST COME FIRST SERVED.

Hope your state will take full advantage of this scheme to improve the qualitative as well as quantative growth of the State.

Those states, who have already applied, need not to apply again.

Incharge of Accounts Sections:-

1. Certified that a separate account has been maintained for the above event and all the original vouchers etc. are kept with the State Headquarters.

The accounts will be open to check by the Controller & Auditor General of India and also by the Stationary Auditors National Headquarters at their discretion.

Any utilized amount get together with any other amount that might have been wrongly utilized for a purpose other than for which the amount was given shall be refunded by the state without the least possible delay.

The details report along with the list of the participants and Staff, day-to-day Programme etc. is enclosed herewith.

(a). This has the approval of the State Chief Commissioner.

(b). Course will be held on getting clearance from Jt. Director (G).

(c). As soon as the Course gets over the Utilization Certificate on Proforma supplied by NHQ along with brief report of the Course. List of the Participants with address and also individual report will be submitted to National Headquarters through State Secretary with a copy to Assistant Director of the Region within 15 days after the Course.

(d). Course will be conducted as per Scheme of Training of the respective wings.

(e). 50% amount of the Development fee and Total amount of Special Fee collected from the Candidates are to be sent to National Headquarters through Demand Draft along with the Utilization Certificate.
