Subject: Procedure for election of members to State Council from amongst the life
                members/ordinary members.

 

Dear Sir/Madam,

 

The Rules of Bharat Scouts and Guides provide for the election of maximum 10 members (one for every 10 life members) from among the Life Member and 10 members (one for every 20 ordinary members ) among ordinary members to the State Council of State Associations of Bharat Scouts and Guides. It has come to the notice of the National Headquarters that State Associations are not adhering to the established norms of fair and free election in respect of the elections of these members.

 

I would therefore request all the State Chief Commissioners, State Secretaries and other functionaries of the State Association of Bharat Scouts and Guides to ensure that correct election procedure is followed as per established norms with regard to election of maximum ten members each from among the Life and ordinary members of the State Council. In this connection the following points may be noted for strict compliance. 

 

i)                    Notice for election of life members/ordinary members should be sent to all the members with the list of life/ordinary members along with the nomination paper and the election calendar.

ii)                   Each blank ballot paper should be signed by the returning officer bearing seal of the State Association of Bharat Scouts and Guides.

iii)                 The ballot papers should be sent to the members under postal certificate and should be received back at the State Headquarters through
a) Speed Post   or

b) Registered Post   or 

                  c) Under Postal Cover (UPC)

The ballot papers received under any other mode should not be entertained.

iv)                 At the time of counting, all the ballot papers will be collected at one place and counting of votes shall take place in presence of candidates or their representatives and the observer of National Headquarters, Bharat Scouts and Guides, if deputed.

v)                  The envelops in which the ballot papers were received should be checked whether they have the proper seal of postal department and envelops should be opened in the presence of candidates or their representatives and National Headquarters observer. These blank envelopes should be properly preserved and any envelops without proper postal seal should be summarily rejected.

vi)                 After opening the envelopes received by post, a certificate must be recorded by Tellers and Observers of National Headquarters mentioning (i) no. of Ballot papers sent by post (ii) no of Ballot papers received by post, speed post & registered post (iii) no of valid Ballots and (iv) no of Invalid Ballots for the election of life members/ordinary members.

 

Complete transparency and caution should be observed in following these rules regarding election procedure. Any violation of these rules will render the whole election process null and void and National Headquarters will be compelled to order for re-election or take any other action as may be deemed fit.
