Sub: PREPARATIONS FOR THE RASHTRAPATI SCOUTS & GUIDES / ROVERS & RANGERS
Ref: Recommendations of the State level Executives Meet held
from 5-7 April 2006 approved by the Scout/Guide Sub-Committee and the National
Planning Committee held on 08.04.2006.

Sir/Madam,
It has been observed
that certain states are registering huge number of Rashtrapati Scouts &
Guides / Rovers & Rangers. Testing Camps and quality and other important
Rules like running of a unit, Advancement of Scouter/Guider, progressive stages
and syllabus of Boy/Girl programme is not being co-related and coordinated in
order to the requirement to appear in the Rashtrapati Scouts/Guides Testing
Camps. Even untrained and less trained unit leaders who are not capable and
provide training to the level of the syllabus in the skills and knowledge
involved in preparation for Rashtrapati Scouts/Guides testing, are producing
Rashtrapati Scouts & Guides. Keeping in view the above mentioned facts –
State level Executive Meet held from 5-7 April 2006 and planning committee has
recommended very important and most relevant following recommendations; to
maintain the quality of Rashtrapati Scouts/Guides, Rovers/Rangers which should
be thoroughly considered before filling applications for registration for the
Rashtrapati Scout/Guide, Rover/Ranger Test.
1. A unit must have charter
number and renewal of the charter in due course of time.
2. A unit leader must be
minimum advanced-trained unit leader.
3. From one unit maximum 10%
of the Total Strength of the unit which may be 3 to 4 Scouts/Guides may be come
eligible to the level of Rashtrapati Scout/Guide, Rover Ranger.
4. A unit leader producing
Rashtrapati Scouts/Guides must also work for Prime Minister
Shield/Upa-Rashtrapati Rover/Ranger Award Scheme. We are linking the 36 Hours
sustain Service Provision – in the syllabus relevant to the provisions of
community service Project and Community Development Project in Prime Minister
Shield and Upa-Rashtrapati Award Scheme. A separate Circular be issued in this
regard.
5. All Proficiency Badges must
be tested by the badge committee at District level and details be given in the
information sheet. Information sheet will have to be completed and attached
with the registration application forms.
6. Tritiya Sopan testing /
Praveen testing should be conducted at District level.
7. Rajyapuraskar testing /
Nipun testing camp must be conducted at the State level and qualified
Rover/Ranger please be awarded Rajyapuraskar/Nipun Award certificate by the
respective State.
8. Application forms for
registration of the Rashtrapati Award certificates have been revised in order
to the revised syllabus. All applications will be accepted in the revised
forms, which are available for sale in the Supply Service Dept. Of National
Headquarters.
9. Skills up to the Tritiya
Sopan and Rajyapuraskar/ Praveen, Nipun test will also be tested in the Testing
Camps.
10. Rover/Rangers of the same
unit must select different subject on ‘World Affairs’ and submit a report to
crew council.
11. State wise testing camp
will not be conducted in future. All testing camps will be Regional level
Testing camps. Name of the Training Centres to organise Regional level Testing
Camps will informed separately. No Testing Camp will be conducted in the
building, whether this is a building of a Training Centre or a School Building.
12. Last date of receiving
application at National Headquarters is fixed as 31st July 2006.
Hope State will accept
applications for Registration keeping in mind all above conditions.
